ABOUT INDIAN ENGINEERS FEDERATION (INDEF)
The Indian Engineers Federation (INDEF) is an apex body of all Associations of Graduate Engineers in the service of various States and Central Government, Quasi Government Organizations and Government undertakings. The INDEF which represents around two lakhs Graduate Engineers in the country, is functioning since 1983 and registered under Societies Act 1860 having its headquarters at 174 D, Pocket C, Sidharth Extension, New Delhi – 110014. The INDEF coordinates with all the States / Central Associations through its six regional federations. Five Regional federations consist of State service Associations based on geographical area like Eastern, Western, Southern, Northern and North-Eastern and the sixth one is meant for central services. By this way all the serving Engineers in the country are covered under the umbrella of INDEF.
There has been continuous erosion in the pay, status and career prospects of engineers in our country when compared with other civil services since independence. The role of engineers and technocrats in nation building has been duly acknowledged not only by the leaders of our nation but also by the public at large. The bureaucracy could act as a facilitator of science and technological development, but it should not be allowed to dominate over these professionals. The status, pay structure and career progression of Engineering Services all over the country were equal to that of civil services once but now they are far behind them. In order to restore these anomalies, INDEF strives to achieve the following three points national demands:
- Heading and manning of technical departments by technical personnel.
- Removal of disparity in carrier values of engineers vis-s-vis administrative services.
- Constitution of Engineering Commission.
Heading and manning of technical departments by technical personnel.
The Secretariat- Directorate model in Technical Departments will accelerate the working system with quality monitoring of technical projects. The appointment of technical persons as Secretary/Joint Secretary/Deputy Secretary in technical departments will remove all delays in the process of developmental activities carried out by such technical departments which are increasing day-by-day. Engineers & Technical Officers are persistently contributing towards the development of our Nation and for the creation of valuable assets. Their sustained efforts have made the nation proud by being one of the most developing countries of the World. The role of engineers in the infrastructure development for ensuring Shelter,Health, Education, Industry, Transport, Power, Agriculture and Communication network, is peerless and fundamental to the objectives of Government in achieving economic growth. All such projects are handled by the engineers and the timelines for completion could be shortened and more quality output could be ensured if the technical departments are headed by Technocrats with rich experience in the relevant field.
Removal of disparity in carrier values of Engineers vis-à-vis administrative services
Though engineers play the pivotal role for the infrastructure and economic development, they are not getting the due status and pay benefits like the officers of administrative services. Constantly, INDEF has represented to the States and Central Governments as well as Pay commission to keep parity between Engineers and Officers of Administrative Services with regard to status and pay benefits. In the last 7th Central pay commission, it was recommended to keep two years difference between Central Group “A” services of Engineers and the Officers of Indian Administrative services. The INDEF demands the batch parity in this regard so that the Engineers may be motivated to do best for the development of Nation.
Constitution of Engineering Commission
INDIAN ENGINEERS FEDERATTION (INDEF) has appealed to Hon’ble Prime Minister of India, Dr. Monmohan Singh, on 11th March, 2005, to constitute an Engineering Commission. We have been representing before the Government of India since 1995 for the establishment of such Commission. During the tenure of Late Narshima Rao, the former Prime Minister of India, INDEF represented the matter of formation of an Engineering Commission under the cover of Constitution of India. In the year 1997, our appeal for setting up an Engineering Commission was sent to the Urban Development Department by the Prime Ministers office at the request of Indian Engineers Federation(INDEF). The matter was also discussed at length with Late Indrajit Gupta, then Union Home Minister, by the representatives of INDEF. We have also received one communication from E.T. Division and CPWD in 2000, in pursuant to the above communication. We have represented to the Director General (Works), CPWD, the Ministry of Urban Development and to the Hon’ble Prime Minister’s office. Subsequently, a representation was given by Indian Engineers Federation to His Excellency President of India, Dr A P J Abdul Kalam on 5th August 2005 in Hyderabad for the formation of Engineering Commission, so as to remove the disparity among the Engineers in the Country.
